Statistics and the Optimizer. How Oracle Makes Decisions.

The Oracle Cost-Based Optimizer is complex. Sometimes it seems to be making bad decisions, selecting obviously incorrect access paths and join orders. Why does it do this? Whilst the Optimizer is complex, it is simply following the rules. It is taking the statistics that have been generated and uses them to determine the best way to access your data.
